The Collective Anarchy is not an army. It is not a government. It is not even, strictly speaking, an organization. It is an ideological movement — a decentralized network of anarchist cells, pirate-frequency broadcasters, community organizers, and saboteurs who share a conviction: that all centralized authority is inherently corrupt, and the only legitimate governance is the kind that communities build for themselves.
Unlike Jorvik — who practice anarchism as a pirate lifestyle, taking what they want from the systems they reject — the Collective is a political movement operating through pure cell structure, encrypted broadcasts, and support for self-governing communities. Jorvik raids. The Collective teaches.
The movement's real threat is not its sabotage capacity — which is significant but limited — but its ideas. In the overcrowded Safe Zones and exploited MRZ, the Collective's message resonates: You don't need the COP. You don't need the factions. You need each other. The COP can jam broadcasts. It cannot jam the conditions that make people listen.
Ideology¶
The Core Rejection¶
The Collective rejects all centralized authority — not selectively, but completely:

The Collective does not distinguish between "good" and "bad" authority. Authority itself is the problem. Any institution that claims the right to govern without the continuous, revocable consent of the governed is illegitimate — regardless of its intentions.
The Alternative — Self-Governance¶
The Collective does not merely oppose existing systems — it proposes an alternative: autonomous self-governing communities that make decisions through direct consensus, share resources through mutual aid, and defend themselves through voluntary cooperation.
Corra Vigil — the movement's most visible community organizer — trains MRZ settlements in self-governance techniques: consensus decision-making, resource pooling, conflict resolution without external authority. Her work is the constructive face of a movement better known for its destructive operations.
The Collective's self-governance model draws grudging respect from the Garadar DAC — the Ustur-founded decentralized autonomous corporation. Garadar is the "closest to anarchism that works" in the Collective's assessment: a leaderless organization that functions through shared purpose rather than hierarchical command. The difference: Garadar operates within the COP framework. The Collective operates against it.
Structure — The Cell Network¶
Pure Cell Architecture¶
The Collective operates through pure cell structure — the most resilient organizational model available to underground movements. Each cell operates independently:
- No cell knows more than two other cells
- No member knows the full network
- No central command can be captured
- No leader can be assassinated because there is no permanent leader
The COP has penetrated individual cells dozens of times. Each penetration destroys one cell without affecting the rest. The network regenerates faster than the COP can destroy it — because the network is an idea, and ideas recruit faster than security services can arrest.
"The Voice" — Rotating Authority¶
The Collective's closest equivalent to leadership is "The Voice" — a rotating anonymous role that speaks for the movement in broadcasts, negotiations, and public statements. Any cell member can serve as the Voice. The role rotates without announcement. The COP has never successfully identified who the Voice is at any given moment because the answer changes.
This creates a paradox for COP intelligence: they cannot negotiate with the Collective because there is no one authorized to negotiate. They cannot coerce the Collective through targeted assassination because there is no target. They cannot infiltrate the leadership because there is no leadership. The organizational model is the defense.
Operations¶
Propaganda — The Encrypted Broadcast Network¶
The Collective's primary weapon is information. Encrypted broadcasts transmitted through pirate relay stations, independent signal networks, and occasionally through the Real Truth Network's infrastructure reach populations across the MRZ and even into Safe Zone peripheries.
Phren Daxxa Jura — "The Loudest Whisper" — is the movement's most prolific broadcaster. A Mierese fugitive who has escaped COP custody twice, Phren has produced 47 known transmissions covering COP abuses, MRZ exploitation narratives, self-governance tutorials, and calls to action. Her broadcasts are the movement's recruitment engine — each transmission carefully designed to convert passive dissatisfaction into active resistance.
Sabotage — Targeted Infrastructure Disruption¶
The Collective conducts targeted sabotage operations against infrastructure that supports centralized authority: communication arrays, surveillance networks, automated toll systems, and military logistics chains. The sabotage is surgical rather than indiscriminate — designed to demonstrate that centralized systems are fragile, not to harm civilians.
Nullchain — an operative whose species, gender, and identity are completely unknown — specializes in infrastructure sabotage. Nullchain has never been photographed, never been identified by voice analysis, and never been connected to a specific cell. COP intelligence classifies Nullchain as a single individual, but the possibility that "Nullchain" is a shared identity — multiple operatives using the same pseudonym — has not been excluded.
Community Organizing — The Constructive Face¶
Corra Vigil operates in the space between propaganda and politics. A human community organizer, she trains MRZ settlements in self-governance: how to make collective decisions without leaders, how to distribute resources without markets, how to resolve disputes without courts.
Vigil's work is the Collective's most compelling argument. It is easy to dismiss broadcast propaganda as fantasy. It is harder to dismiss functioning communities that govern themselves without external authority. Every self-governing settlement Vigil helps establish is a proof of concept — evidence that the Collective's ideology is not just theory.

The COP Response¶
The COP treats the Collective as a security nuisance rather than an existential threat — which may be the COP's most dangerous miscalculation. COP Internal Security jams broadcasts, arrests cell members, and monitors known Collective communication channels. These operations succeed tactically and fail strategically: cells are destroyed and reformed, broadcasts are jammed and relocated, members are arrested and replaced.
The fundamental problem: the Collective recruits from dissatisfaction. As long as the MRZ remains under-governed, under-resourced, and over-exploited, the Collective's message will find an audience. The COP can address the symptom (the Collective's operations) or the cause (the conditions that produce support for anarchism). So far, it has chosen the symptom.
