The Free Harbors stand as the informal heart of the medium zone, embodying the intricate dance of light and shadow. Originally discovered by Mierese travelers (hence the geographic ONI classification), it rapidly became a neutral bastion during the Convergence War. Now it simmers as though on the brink of cataclysmic eruption.
History¶
Discovery & Founding¶
- Initially discovered by Mierese travelers — geographically in ONI territory
- ~2454: A group of nomadic Mierese traders starts recurrent gatherings in MRZ-26 to share goods, stories, and services — they create a small settlement called Free Harbors
- During the Convergence War, key members from MUD, ONI, and Ustur pooled resources
- Envisioned as a sanctuary from factional strife — yearning for existence free from war
- Rapidly transcended its ONI origins to become a neutral bastion
- ~2471: Fimbul Industries formed in Free Harbors by MUDs unsatisfied with humanity's imperialistic expansion
- ~2475: Due to its strategic location, traders and merchant princes from all of Galia Expanse flock to Free Harbors — its commercial and productive nature makes it politic-agnostic, thriving on productivity and commerce
- ~2481: Although under ONI geographic influence, Free Harbors becomes the first independent government in the MRZ
- ~2511: As tensions rise across Galia Expanse, Free Harbors decentralizes its governance — each port becomes a self-sovereign institution in its own territory, limited by the sector's democratic rules in foreign policies
- ~2522: Free Harbors is flooded by refugees from the Convergence War. Unemployment, criminality, and civil unrest rise sharply — the sanctuary's ideals are tested by the galaxy's displaced masses
- ~2526: Free Harbors passes through a period of turbulence in their democracy — the different harbors fight for power and dominance. Other factions in Galia Expanse try to expand their influence in the sector

Governance: The Dock-DAO¶
Multi-System Structure¶
[!IMPORTANT] Free Harbors is not a single city — it's a multi-system sector with a central capital planet.
- Main planet: The center of economic and political power, divided into neighborhoods
- Multiple star systems across the sector, each controlled by a harbor (dock)
- Each harbor is linked to a species:
- MUD Harbor (Human)
- Mierese Harbor
- Punaab Harbor
- Sogmian Harbor
- Ustur Harbor
- (6th harbor TBD — Creator listed MUD twice, to clarify)
- Each harbor controls its entire system — not just a neighborhood on the capital
- On the main planet, each harbor also maintains a district/neighborhood representing its interests
DAO Governance¶
- Free Harbors operates as a DAO formed by the different Harbors
- Decisions affecting the entire collective are voted through the DAO
- A tacit non-interference agreement exists: harbors do not meddle in each other's systems
- Exception: a harbor breaking general rules triggers collective intervention
- Free Harbors functions as a faction of Galia — a recognized political entity (details TBD)
COP Jurisdiction¶
- Formally submits to the Council of Peace's jurisdiction
- In practice: the COP never comes to Free Harbors
- The region is economically and politically stable enough to self-govern
- A de facto autonomous territory under nominal COP authority
