Pavo Passage (MRZ-17)¶
Native Species: Crumon (polar bear-like) Capital: Cathris (named after the vanished queen) Trade Corridor: The Tollstrand Warp Infrastructure: Starpath (warp gate chain linking Galia Expanse)
Overview¶
Pavo Passage was once the jewel of a single dynasty — now it's the galaxy's most glamorous den of vipers. Strategically positioned at the frontier of Ustur and MUD territories, this commerce hub hides a web of clandestine alliances and covert power plays beneath a glittering exterior. The Order of Seasons — assassins who secretly revere the Iris aspect Dusk — lurk in its shadows.
The sector is governed by the Ruling Conclave, an oligarchic council disguised as democracy, operating from the Gilded Citadel on Cathris. Real power flows through the Toll Authority of Pavo Passage (TAPP) — a bureaucratic machine that converts transit into sovereignty.
History¶
Rise: Warlord Pavo & the Crumon Dynasty¶
- Warlord Pavo (Crumon species) forged dynastic dominance along the MUD-Ustur highway
- Transformed Pavo Passage into a toll-powered realm
- The Dynasty's leverage grew by playing outside powers against each other
- Strategic position at the border drove explosive commercial growth
- ~2463: The Pavo Royal Family starts establishing relationships with both MUD and Ustur factions, using them to gain leverage and grow Pavo Passage's strength
- ~2513: During the Convergence War, the Pavo royal family consistently changes sides, causing the emergence of both MUD and Ustur resentment. Both factions begin supporting the Pavos' political adversaries to overthrow their ruling
The Night (Sector-Defining Event)¶
[!CAUTION] SECRET: The truth about "The Night" is the most closely guarded secret in Pavo Passage.
- Public knowledge: The entire Crumon royal family, including Queen Cathris, vanished in a single night. The event remains officially unresolved.
- The secret truth: ~2521: As opposition to the royal family grows, the Pavo royal family contracted the Order of Seasons (from the HRZ) — a group of mysterious assassins that claims to worship Iris — to assassinate political adversaries.
- ~2522-09: In one year and one month, the Order of Seasons fulfilled their contract — slaughtering all opposition party leaders in the sector.
- The Night: When the royals failed to pay for services rendered, the Order retaliated by killing the entire royal family. Only Ike Pavo survived — he was a baby, not present in the sector.
- Political aftermath: Everyone strongly suspects the Order, but nobody speaks of it openly — fear keeps the truth buried. The Conclave uses "The Night" as justification for permanent "emergency doctrine."
Modern Era¶
- The Dynasty collapsed; power vacuumed into the hands of competing elites
- ~2565: Civil war erupts in Pavo Passage — Crumon loyalists fight to restore dynastic rule against the rest of the sector's factions. The loyalists ultimately surrender to preserve scraps of power
- ~2567: The political groups of Pavo create a façade of democracy to formally end the civil war — the Ruling Conclave — splitting power amongst the various factions
- The sector became a battleground of soft influence between MUD (via MTC/Synod) and Ustur (via Regency)
Post-War Expansion¶
- ~2524: With both MUD and Ustur exhausted from the Convergence War, neither can pressure Pavo any longer. The sector thrives in the power vacuum and begins spreading its influence across the Medium Risk Zone
Governance: The Ruling Conclave¶
(Full details: canon/factions/ruling_conclave.md)
A small council of 6 seats + High Consul, operating from the Gilded Citadel on Cathris. Not a parliament — a control board that distributes choke points.
| Seat | Name | Species | True Allegiance |
|---|---|---|---|
| High Consul (tie-break) | Varn Crathis | Crumon | Dynasty independence |
| Trade Oversight | Alina Morcant | MUD | MTC (naive about Synod) |
| Security Allocations | Mara Vance | MUD | VHE + Ustur stability |
| Permits & Classifications | Korin.tchr | Ustur | Ustur stability |

The Toll Machine (TAPP)¶
(Full details: canon/factions/toll_authority_of_pavo_passage.md)
The sector runs on a 4-stage toll system: Classify → Authorize → Route & Protect → Settle. No faction controls all four stages.
Anti-monopoly rule: No company may hold >3 active routes while the competitor has <1.

The Balance of Power¶
The sector exists in managed imbalance:
- MTC tries to make Pavo depend on MUD/Synod contracts
- VHE keeps an alternative alive with Ustur backing
- Crumon Dynasty plays both sides while rebuilding leverage
- Ustur Regency audits and standardizes without occupying
- Winter Fist Path deters military escalation
- Order of Seasons ensures nobody wins too cleanly
- The Conclave distributes blame and manages workflow
"In Pavo Passage, success looks like: nothing burning today."
