Overview¶
Cathris is the capital world of Pavo Passage: polished authority built atop old grief. It is where toll power becomes law, where commerce becomes governance, and where the sector pretends it is stable. Everything here is designed to look permanent — because everyone remembers how quickly permanence died during The Night.
Environment / "Feel"¶
Cathris is a world of controlled spaces: administrated districts, sealed corridors, curated skylines, and heavily monitored transit arteries. The atmosphere is less "natural planet" and more "capital machine" — a place where you feel watched even when you can't see cameras, and where silence in the wrong hallway can mean you're already late.

The seat of the Conclave: a fortress-palace of procedure, where decisions are dressed as votes and power is distributed across chairs. Everyone enters as a petitioner and leaves as a debtor — or doesn't leave at all.

A dense bureaucracy-industrial zone where permits, classifications, and compliance artifacts are physically produced, archived, and authenticated. Most citizens will never see its inner floors — only the output that determines their life.

4) Citadel Undercorridors ("The Quiet Miles")¶
Restricted service corridors beneath official routes: maintenance lanes, sealed doors, dead cameras, and old access points nobody admits exist. Rumors insist some passages are older than the current regime — and that some are not entirely human in their logic.

5) The Ledger Court¶
A formal chamber for disputes: fines, seizures, toll conflicts, and claims. Where wealth is laundered into legality and where smaller operators come to die slowly — unless they have the right advocate.

6) The Skychain Transit Spine¶
A high-capacity transit artery linking capital nodes: cargo gates, diplomatic lanes, and heavily monitored movement corridors. The world's visible proof that Cathris "works" — and the easiest place to detect a disruption.

7) The Queen's Absence Memorial¶
A sanctioned memorial to Queen Cathris and The Night: simultaneously mourning and warning. People leave offerings, but also watch who leaves offerings — because grief is political on Cathris.

8) The Pale Band Shelter¶
A discreet Winter Fist Path sanctuary corridor for mediation and emergency shelter. No violence inside the threshold. Many citizens treat it as the only place on Cathris where power can't bargain.

Travel Hazards¶
- Administrative disappearance: You don't get arrested; your permit stops existing
- Reclassification shock: A cargo becomes "risk," a ship becomes "suspicious," a crew becomes "liable"
- Audit storms: Ustur pressure can freeze operations without firing a shot
- Quiet layer exposure: Wrong hallway, wrong door, wrong camera minute — and you become a rumor
- Ghost panic: If fear of the Order spikes, the city overcorrects — more checkpoints, more detentions, more "accidents"
