Overview¶
Tollhaven is a city-sized orbital station circling Cathris — a mothership-scale relic of the Crumon dynasty's brightest era that still keeps the sector breathing. Nearly a million workers live inside its decks, feeding the Toll Machine with shifts, stamps, repairs, inspections, and endless waiting.
If Cathris turns commerce into law, Tollhaven turns law into motion: ships that clear, ships that stall, and ships that vanish into "pending" until their captains learn what power really costs.
Environment / "Feel"¶
Tollhaven is layered civilization under pressure:
Upper rings (Crumon-era opulence):
- Polished halls, ceremonial docks, old prestige signage
- Architecture designed to impress travelers into obedience
- The part visitors remember — and the Conclave wants photographed
Lower decks (service corridors):
- Patched bulkheads, dead sections, improvised living blocks
- Lingering consequences of past civil conflict
- The present government's struggle to keep everything moving
It smells of lubricant, recycled air, hot metal, and overcrowding. Everything is timed, tagged, scanned, and watched — yet the most important things still happen in blind spots between shifts.

Where Starpath route usage, time windows, and priority slots are bid for. Competition becomes ritual — public enough to look fair, controlled enough to remain political.

3) Queue City ("The Stacks")¶

Gantry corridors where cargo becomes destiny: reclassified, delayed, cleared, or sealed. People fear it because it can turn one mistake into bankruptcy.

Routing beacons and coordination towers that feed convoy schedules into the Toll Machine. When Beaconworks stutters, the sector chokes.

Hiring boards, training bays, injury support, and family relief coordination — visible proof of VHE's "people's company" posture.

A quiet shelter for injured workers and stranded crews. No violence inside. No bargaining over mercy.

- Hold-loop purgatory: Your ship isn't seized, it's "pending," and pending can last forever
- Slot sabotage: Losing a window cascades into weeks of delay and debt

- Deck unrest: One unjust seizure can ignite a labor flashpoint
- Night-shift vanishings: People disappear from lower corridors; paperwork stays clean

- Tollhaven is where the sector becomes human: labor, overcrowding, survival, and fragile dignity
