Council of Peace (COP)

The Council of Peace (COP) is the cornerstone of interstellar governance in the Galia Expanse.

Overview

The Council of Peace (COP) is the cornerstone of interstellar governance in the Galia Expanse. Born from the ashes of the Convergence War to uphold the fragile balance of power among MUD, ONI, and Ustur. Both a symbol of hope and a battleground of ideologies, where diplomacy and ambition constantly collide.

Origin

  • ~2523: Created during The Accord (post-Convergence War settlement)
  • Born alongside the Star Atlas blockchain and Starpath Warp-Gates
  • Emerged from the Treaty of Peace signed after ONI's Reckoning campaign — all 3 faction leaders sign the Treaty, establishing open sharing of all scanned data of space, including fleet movements and installations
  • Implementation led to the Golden Era (current canonical timeframe)

Government Structure: Three Branches

Leadership rotates every galactic cycle (~5 Old Earth years). Each faction appoints their leader as representative. No single faction gains undue influence.

Branch Current Leader Faction Role
Executive Volmik Vaor Scarka ONI (Mierese) Ruling Secretary. Military incursions into MRZ (Frenir, Pergamos). Controversial. MUD is next in rotation.
Legislative Charon Gotti Jr. MUD (Human, female) Political stability & cooperation. Diplomatic counterbalance to Scarka's militarism. Under scrutiny for her silence on controversies.
Legal Opos.eldr Ustur Bastion of resistance against militarism. Enacted rulings demanding cessation of MRZ hostilities. Craftsman turned leader.

Internal Tensions

  • Scarka vs Opos: Militarism vs pacifism. Scarka frames MRZ campaigns as anti-piracy; Opos demands cessation.
  • Charon's Silence: Growing unrest within MUD about her non-intervention on Scarka's policies.
  • Ideological Divide: Expansionism vs non-interference principles.
  • Pattern: Conflicts between branches are recurring, but Scarka is actively inflaming existing tensions beyond the norm.

Military Power

Galactic Force Index: Tier 1 (Unmatched)

  • Millions of Pearce-class vessels, countless advanced warships
  • Billions of soldiers drawn from all three factions
  • Even the combined fleets of MUD, ONI, and Ustur would falter against COP's scale

Mothership Cradle (The Titan)

  • ~2526: Construction begins on the Cradle — the most powerful vessel ever built.
  • ~2617: Construction of the Cradle is completed — the most powerful vessel in galactic history is operational.
  • Equipped with unmatched technological advancements.
  • Capable of overwhelming even the most formidable opponents.
  • Recently deployed: Against Pergamos and Frenir in the MRZ — sent shockwaves across the galaxy.

Economic Power

Galactic Wealth Index: Tier 1 (Wealthiest Institution)

  • Starpath Warp Gates are operated by the Star Atlas (sentient blockchain) independently, but Star Atlas works in harmony with COP and submits to its legal jurisdiction.
  • Regulatory authority over galactic trade ensures stability.
  • Funds large-scale reconstruction, military, and bureaucratic apparatus through taxation and trade regulation.

Political Power

Galactic Political Index: Tier 1 (Ultimate Authority)

  • Primary governing body in Galia Expanse.
  • Rulings dictate trade flow, territorial disputes, and foundational laws (Star Atlas Accords).
  • Tri-faction leadership ensures no single faction dominates.
  • Collective authority supersedes even the most powerful individual factions.

Post-War Infrastructure

Institution Purpose
Council of Peace Galactic governance and peacekeeping
Star Atlas Economic infrastructure (sentient blockchain)
Starpath Warp-Gates Physical infrastructure connecting sectors across the void. ~2526: Construction begins. ~2596: Construction ends — ushering in prosperity across the Safe Zone

ECOS Membership

  • ~2527: The ECOS (independent environmental/ecological faction) attempts to gain major faction status within the COP. The MUD lobby successfully blocks this, relegating ECOS to a member without voting rights.

The Current Age

  • ~2620: The Current Age of Star Atlas begins — the present canonical timeframe in which the galaxy's political tensions, faction rivalries, and unresolved mysteries drive the narrative forward.
  • ~2621: Vaor Scarka becomes Ruling Secretary of the Council of Peace (ONI's turn in rotation)
  • ~2623: The Council of Peace intervenes in the Medium Zone — COP forces attack Frenir, Pergamos, and the Jorvik Fleet in a decisive military campaign
  • ~2623: The Events of Never Alone begin — a major canonical narrative arc
  • ~2623: Under pressure from MRZ factions (led by Redam) and internal faction leadership, the COP accepts a truce in the Medium Zone, limiting its military activities
